No — these are two different procedures for a piano
Tuning is the adjustment of string tensions, to give musical “pitch” to a piano
Regulation is adjustment, lubrication of moving parts inside piano, called
the “action” — Tuning is done in time intervals, like each 4 to 6 months, etc.
Regulation is done only when needed — not often for home pianos
